Mykolaiv is divided into administrative-territorial units - administrative districts which have their borders, territory and title: Zavodskiy, Korabelniy, Leninskiy and Central districts. They are designed for comfortable service of the asset and natural complexes of the city. Borders, the configuration and the territory of the city districts are determined according to their historical, geographical and architectural features, their population, economic characteristics, availability of the engineering infrastructure and the environment of the city. Every district is divided into micro-districts which are defined according to social and architectural characteristics.

3. History of the city

Mykolayiv was founded in 1788 by the Duke Grigoriy Potyomkin at the place of Southern Bug and Ingul rivers junction. Up to the receiving of the official status by our city it was named very decently - shipyard on the Ingul River, because it was placed in the month of the Ingul River where the Ingul River flows into the Southern Bug. It got its name in a year after the victorious capture by storm of the Ochakov fortress by the Russian army under the leadership of Generalissimo Alexander Suvorov. Ochakov fell in December 1788, on the holiday of St. Nicholas, the patron of sailors, so the new town was named in his honor. The first church built in the town in 1790, as well as the first ship are also connected with the name of St. Nicholas. The city was built according to the special drawings of the famous Russian architect Ivan Starov – with straight streets and blocks of regular shape.

The town was devoted to shipbuilding and fleet. For almost a century it was the headquarters of the Russian Black Sea Naval Fleet.

The opening of the commercial port in 1862 enhanced the town’s transformation to a big merchant port. This fact found its reflection in the city’s coat of arms that was approved in 1883 and restored in 1997. By the end of 19th century the Mykolayiv port's foreign trade turnover grew to make it the third biggest after Petersburg and Odessa, and the biggest in the country by exporting grains that were supplied from the steppe regions.

Within the historically short period of time transformed from a small shipyard to a big industrial, business, political and cultural center of the Southern Ukraine. Since "Saint Nicholas" launching, more than two thousand warships and other vessels have been built on Mykolayiv three shipyards, among them frigates, battleships, torpedo boats, submarines etc.

In the postwar years Mykolayiv was one of the biggest shipbuilding centers in USSR. At the present time the ships are built at three shipyards – Chernomorskyy shipyard, 61 Communards shipyard and shipyard “Ocean”.

Today Mykolaiv is a big industrial center on the south of Ukraine, administrative center of Mykolayiv region. It is divided into four administrative-territorial units – administrative districts, which have own borders, territory and name.

4.Natural and geographical potential

Mykolaiv covers an area of 260 km2 (1,1% of the region territory). It is situated in the south of Ukraine.

To natural vegetation belong the motley (wormwood, tansy) - fescue-grass vegetation, mastitis pilose, kostenets umbrella frequent, freckle spring, chickweed tymenolysta, Shrenka tulip, hyacinth white, cornflower, Skrobyshevskoho osier bed, couch grass, foxtail, sedge, bulrush, Romance. Typical are maples, sycamine, maple, walnut, hawthorn, wild rose, dereza, etc. For the city is typical continental (warm and moderately dry) climate, average temperatures are + 10 C. Typical: long, hot, rainless summer, short warm autumn, short little snowfall winter, early and warm spring. The average air temperature in January -2,5 ? C below zero, in July - 23,9 ? C of heat. The absolute maximum +40,1 ? C, the absolute minimum of -30 ? C.

5. Resources and raw potential.

Water Resources: the Inhul river, the Southern Buh river, the Dnipro-Buh estuary

Green plantations - 760 hectare, including broad-leaved trees - 230 hectares. The average age of plants is 30-35 years.

6. Borders: Mykolayiv borders on the Novoodesky district in the north, on the Zovtnevyi district in the east and south-east, on the Mykolaivskyi district in the north-west.

7. Populated area

The city of Mykolayiv is an administrative centre of Mykolayiv region. It is situated in 600 km south - east from Kyiv; 150 km from Odessa; 80 km from the Black Sea at the confluence of the Buh estuary and Inhul river.

8. Population of the city

The estimated resident population of the city at 1 May 2011 is 500 000 persons.

The working-age population is 310 700 persons (62,1 % of the total population). The registered unemployment rate at 1 June 2011 is 1,2 %/

The density of population is 1929 persons per sq km.

The average age of population is 40,6 years.

The average monthly wage in Nikolaev for 2010 is 2263,17 hryvnas.

The level of education:

  • complete high education – 18,9 %;
  • basic high education – 0,8 %;
  • undergraduate education – 20, 4 %;
  • complete general secondary education – 35, 4 %;
  • basic general secondary education – 12,9 %;
  • elementary general education – 10,3 %.

According to the diagram the largest share of population is engaged in industrial production (37600 persons).

9. Gas supply, water supply, heat supply

Gas supply. The city is supplied with gas by 87,6 %.

The natural gas is installed with gas pipelines of a total length of 7500 km. 330 000 flats, industrial plants, objects of communal and household purpose are supplied with gas.

Water supply:

  • 1190,2 km of water systems;
  • 19 wells;
  • 1 unit of water supply treatment facilities;
  • 2 units of sewage treatment facilities (Halytsynivski sewage treatment facilities and Varvarivski sewage treatment facilities);
  • 177600 subscribers are supplied with water.

Sewage system: the sewage system has a length of 653.5 km, the sewage treatment facilities capacity is 104 000 cubic meters per day.

Heat supply.

The city territorial community is an owner of the integral property heat-and-power engineering complex. It includes 58 fixed boiler rooms, 19 furnace/boiler rooms and roof-boiler rooms with a heating capacity of 409, 629 Gcal per hour, 16 central heat supply station and boiler houses, 82,9 thousand linear meters of heat networks that have been rented out to the regional communal enterprise “Mykolayivoblenergo” according to the Resolution of Mykolayiv City Council.

The regional communal enterprise “Mykolayivoblenergo” has 7 heat supply districts, the centralized equipment repair workshop, the electrical workshop, the measuring equipment operation and repair department, the gas pipelines and gas-burning installations operation department, the fleet, management, inspection and supply departments. There are 42 fixed boil rooms of total heating capacity of 199,525 Gcal per hour, 54 central heat supply station and boiler houses on the enterprise balance.

Open joint-stock company “Mykolayiv Heating and Power Station” is a source of power supply that provides with heat and electricity the city. Its heating capacity is 410 Gcal per hour, its electrical capacity is 40 MW.

The main kind of fuel at open joint-stock company “Mykolayiv Heating and Power Station” is natural gas. Mazut is used as a standby fuel. The basic equipment of the enterprises includes 4 power boilers, 3 water heat boilers and 3 turbogenerators.

The heat supply optimization system is worked out in the city.

Nowadays one of the most actual issue of the city economy development is an energy-saving. Taking into account constantly increasing prices, a high level of heating expenses it is worth to implement energy-saving projects. Local authorities are actively working in this line.

10. Roadway covering

There are 810 streets in the city. The total length of roads is 834,9 kilometers. There are no motor roads of state importance in the city. The length of the motor roads for general use is 834,9 kilometers including 190,3 kilometers of earth roads, 137,3 kilometers of hard cover roads and 507,3 kilometers of improved roads (an asphalt).

11. Transportation lines

International transport corridors. Eurasian International Transport Corridor (Odesa – Mykolayiv - Kherson - Djankoj - Kerch) and Transport Corridor of Black Sea Economic Cooperation (Reni - Izmail - Odesa - Mykolayiv - Kherson - Melitopol - Berdyansk - Mariupol - Novoazovsk) are passing through the city.

Motor roads. The motorwayM-23 (Reni – Rostov-na-Donu) is passing through the city. It is connected with the motorwayA-276 by the motorwayM-20. It also has access to the motorwayM-2 (Simferopol – Kharkiv – Moscow ).

Rail Roads. Mykolayiv has a strong railway junction which connects the region with other regions of Ukraine, CIS and the world.

Air transport. Communal Enterprise “International Airport Mykolaiv”, Kulbakyno airfield.

Water transport. There are three sea ports and one river port in the city. They are the following:

  • SE Mykolaiv Sea Commercial Port”;
  • SE Specialized Sea Port “Oktyabrsk”;
  • Sea Specialized Port NIKA-TERA Ltd;
  • SE “Mykolayiv River Port Subsidiary Company of UkrRechFlot”.

Mykolayiv ports are important parts of the city infrastructure. Mykolayiv ports are navigable the year round. Every port of Mykolayiv has its own specific features and possibilities of the cargo processing.

In SE Mykolaiv Sea Commercial Port” general (metal production, scrap metals, technical equipments, cargoes in packages etc.) and bulk cargoes (oil products, coal, iron ore, pig-iron, phosphorites, grain crops) are processed. The separated specialized subdivision “Dnipro-Buhskiy” of SE Mykolaiv Sea Commercial Port” is an exclusive port in Ukraine that is specialized in the bauxites processing.

In SE Specialized Sea Port “Oktyabrsk” box and piece cargoes (including cargoes that need special conditions of processing and keeping) are processed and kept. There are opportunities for the general cargoes and containers reloading in the port.

In Sea Specialized Port NIKA-TERA Ltd mineral fertilizers (potassium chloride,ammonium sulphate,carbamide, ammonium nitrate, diammonium phosphate, nitroammophos,phosphorites ) are transferred and kept.

SE “Mykolayiv River Port Subsidiary Company of UkrRechFlot processes mass export-import cargoes: metal, timber, coal, coke, scrap metal, iron ore concentrate, mineral-building cargoes, mineral fertilizers, agriculture production.

The network of local bus route with total length of 1530 kilometers is created in the city to satisfy the Mykolayiv citizens’ needs of passenger carriage. It includes 96 bus routes.

19 buses of high capacity, 183 buses of middle capacity and 1008 minibuses are used to service route network. It is used 1320 movable items including approximately 1250 movable items that work every day to service the route network. According to statistics the annual volume of passenger carriage in Mykolayiv is 94500 thousand passengers (259 thousand passengers per day).

12. Advanced Communications

The network of telephone long-haul, wire and mobile communication, the cable telecommunications systems, wire broadcasting, the telemechanic systems of enterprises and Internet are developed. The total length of cable telephone network is more than 6.4 thousand km with 12 channels of broadcast television, 3 cable television companies, the city municipal broadcasting company "MART" and the on-air broadcasting channels.

Till 01.09.10 more than 350 thousand fixed phones were set, 7- ISPs companies were recorded; the percentage of coverage is within 53%.

The mobile communications network is developing within the city rapidly. 4 mobile operators are already exploited: Kyivstar, MTC, "Beeline", «Life». Coverage of mobile communications in the city reaches 100%. Communications services are provided by 28 JSC Mykolaiv telephone branches of the JSC “Ukrtelekom” and 34 Mykolaiv post office branches of “Ukrposhta”.

13. City infrastructure.

The city infrastructure is well-developed. Trade, consumer services and public catering, supermarket chain are also well-developed.

The population is serviced by:

  • more than 20 big department stores of total square of more than 100 thousand sq m (“Velyka Kyshenya”, “Southern Buh”, “ Furshet”,”METRO Cash and Carry ”, “Tavriya V”, “Epitsentr”, “33 sq m”, “Praktiker”, etc);
  • 22 markets of total square of more than 260 thousand sq m and more than 15 thousand market stalls. The biggest markets are Central Market, Market Kolos, Korabelniy Market, Market Shtrasse, Market Klakson etc;
  • more than 2000 stores;
  • more than 800 eating facilities including restaurants, cafes, pizzerias, coffe houses;
  • 19 hotels and hotel-restaurant complexes. “Hotel Palace Ukraine”, “Continent”, “Metalurg”, “Oleksandrivskiy” are the biggest.

Finance and credit network of the city includes 23 bank branches. Raiffeisen Bank Aval, PrivatBank, Oschadbank, State export-import bank, First Ukrainian International Bank PUMB, EnergBank, Bank Forum, Pivdennyi Bank, Brokbusinessbank, Imexbank are the main banks. There are 21 insurance companies, branches and offices (ASKA, Garant-Auto, Incomstrakh, Ukreksimstrakh, Oranta, POCHO, PZU Ukraine etc.).

15. Industry

The industry in the city is represented by:

  • metallurgy and manufacture of fabricated metal products (32.1% in the structure of sold industrial production, 97,7% - in the total amount of sales the industry);
  • machine-building including shipbuilding (26,9% and 90,4% resp.);
  • manufacture of food products, beverages and tobacco (17,5%, 28,1%);
  • light industry (0,7%, 12,2%);
  • chemical and petrochemical industry (1,6%, 73,9%)
  • others.

Implementation of industrial output for 1999 - 2011 (thousand hryvnas)

In the period from 1999 till 2011 the volume of industrial production was increasing annually. Thus, in 2010 the subjects of industrial products realized the goods at sales prices (without VAT and excise tax) and their amount reached 9,3 billion hryvnas, incl. machine-building industry – 2,7 billion hryvnas and the food industry - 1,6 billion hryvnas. In 2011 the volume of industrial output amounted to 11,1 billion hryvnas (54,3% of the general regional sales scape). The city’s industrial enterprises provide for up to 50% of Ukraine's shipbuilding output (three large shipyards: PJSC “ Mykolaiv Shipyard “Okean”, PJSC “Chernomorskyy Shipyard”, SE "Shipyard named after 61 Communards”), over 90% of the state gas turbines production (SE "Scientific-Production Complex Gas Turbine "Zarya"-"Mashproekt"), 80% alumina (Mykolayiv Alumina Plant Ltd).

Except heavy industry, the food industry is also developed (the special growth occurred after 1991 due to the foreign investments) - in Ukraine and abroad the same popularity enjoys the production of "Sandora" Company, Private SC “Lactalis-Mykolaiv”, Mykolaiv branch of JSC "SUN InBev Ukraine" etc.. NIBULON Ltd. is the largest Ukrainian agricultural producer, investor and exporter, one of the leaders of the Ukrainian agricultural market.

Among the light and processing industry enterprises the main places are occupied by PTF “Velam” – the producer of spring and springless mattresses, non woven materials Nikotex, bedroom accessories; “Angela” Company – the producer of quality, elegant and comfortable lingerie, which is cooperate with famous foreign brands, Kifa Ltd. – the producer of swimsuits and knits.

As shown in the table, during the last three years it was observed the constant growth of realized industrial products volumes in all spheres of industry, excepting the mining industry. But in 2010 realized industrial products volumes were decreased in the mining and machine building industries. The share of realized products of Mykolayiv’s manufactures in the general regional output is more than half.

In the structure of sales volume the processing industry takes 74,4-84,6%, producing and distribution of electric power, gas and water - 15,2-25,5%, mining industry – 0,1%. The large portion in the sales volume belongs to the metallurgy and fabricated metal products (26,9 -34,2%), machine-building (26,1-36,3%) and to the producing of food and beverages (15,9-19,7%).

The main industry enterprises of the city are:

Mykolayiv Alumina Plant Ltd – the present enterprise is one of Europe's largest and most advanced in the aluminum industry. Main products: metallurgical alumina. It is certified with quality management system of international standard EN ISO 9001:2000.

PJSC “ Mykolaiv Shipyard “Okean”– is one of the largest shipbuilding yards in Ukraine. Non-self-propelled barges, sea rescue tugs, timber ships, RO-RO type ships, dry cargo vessels, research vessels, super trawlers, fish processing bases, oil and ore carriers ore etc. are produced here.

PJSC "Chernomorskyy Shipyard" – is one of the largest companies in the shipbuilding industry of Ukraine. Different types of ships and vessels were built here during the century. The experience of 60 projects of ships and vessels building allows the company to create any shipbuilding output.

SE "Shipyard named after 61 Communards” – is one of the largest shipbuilding enterprises in Ukraine. The various types of dry cargo ships (refrigerators, bulk carriers, container carriers), special vessels (rescue vessels, tugs, trawlers etc.) and also sips and vessels for Navy can be built on this shipyard owing to the many years’ experience of workers. The technological and organizational capacities of the shipyard allow building of modern, highly efficient and reliable ships and vessels of all types and appointments.

State enterprise “Scientific and Production Complex for Gas Turbines building "Zarya" - "Mashproekt” – the CIS’ largest developer and manufacturer of ships and industrial gas turbine engines for the Navy, the gas and energy industry, as well as of gears with capacity up to 35 MW. The ISO 9001:2000 quality system was implemented.

JSC "Lubricating and filtering equipment plant" makes the unique lubricant system which enables to reduce the repairs and maintenance costs in 2-3 times and lubricants materials consumption on 30-50%. The ISO 9000-ISO 9004 quality system was implemented.

PJSC "Equator Plant"- The producer of wide range of air condensation and cooling equipment for ships and industrial use: separately standing local and central condensers; air coolers and heaters; air separators; radial and axial electric fans; special spark- and explosion proof fans; fans for pumping air bearing aggressive impurities; air heating and feeding heat generators; equipment for industrial steam generators; smoke exhausters; fans for feeding air into furnaces of boilers; gas burners; residual fuel burners; residual fuel and gas burners; different types of radiators for motor-cars and tractors, etc.

NIBULON Ltd. - is the largest Ukrainian agricultural producer, national investor and cereal exporter. It has own cargo terminal, the most modern in Europe.

PTF “VELAM” – is one of the leading companies manufacturing non-woven fabrics, mattresses and bedroom accessories, using only safe and high quality materials. The ISO 9001:2000 quality system was implemented.

Private SC “Laktalis-Mykolayiv” produces about 140 kinds of dairy products with the brand “President”, the daily shipping in sales network is 140-160 tons of products.

Mykolaiv branch of Public SC "SUN InBev Ukraine” – is a leading enterprise on Ukrainian beer market. It is a manufacturer of international brands: “Stella Artois”, “Brahma”, “Beck's”, “Staropramen”; national brands: “Chernihiv”, “Rogan”, “Jantar”, “TALLER”.

“Sandora” Company – is a manufacturer of natural fruit and vegetable juices, nectars, drinks and wines in Tetra Pak packing. It has 8 trade marks, 216 assortment names. Export to 20 countries. The ISO 9001:2000 quality system was implemented.

Small businesses

Entrepreneurship in Mykolayiv continues to develop. There are more than 7000 small businesses and almost 4000 entrepreneurs. Admission to the budgets of all levels from small businesses is more than 23%.

16. Housing and Communal Services:

In the city of Mykolayiv the Organization of Apartments Buildings’ Joint-owners is represented by 262 houses, the total area is 1037.3 thousand sq. m; housing cooperative – by 20 buildings with total area of ??79.2 thousand sq. m. Community-owned housing comprises 3081 dwellings with 122.8 thousand apartments with total area of ??6327.6 thousand sq. m.

The population is served by more than 30 municipal (communal) enterprises.

Services for the solid waste removal are available due to communal enterprise “Obriy”, MP "Mykolayivkomuntrans" and 4 customer’s services in the city’s districts. 14 housing services departments (enterprises) provide services in housing maintenance and servicing.

Continuous water supply in city is provided by communal enterprise of Mykolayiv City Council "Mykolayivvodokanal", which has projects concerning the modernization of city’s water supply and sewerage network. This project allows to citizens to receive high-quality drinking water.

The state of roads in the city is relentlessly controlled by CE “ELU Avtodorig" and CE "Doroga ". The specialized communal enterprise serves the city’s traffic lights. The outdoor lighting operation is provided by the CE “Economic and estimated department of building mechanization”. Passenger transportation in the city is provided by CE "Mykolayivelektrotrans”.

Implementation of urban policy in the regulation of relations arising in the process of outdoor advertising and small architectural forms location is assigned to the CE of Mykolayiv City Council “Aesthetics bureau of the urban environment ".

Organization of cultural and leisure activities of citizens is also under the power of the city’s communal enterprises. CE "Mykolayiv Parks" maintains public parks in good condition for citizens’ rest. “Mykolayiv Zoo” – is one of the favorite places for adults and children. CE “Children's Health Center “Dolphin” welcomes children for health improvement in summer. The food in city’s schools and kindergartens for little citizens is provided by communal production enterprise (CPE) for catering services in schools and by CE "Mykolayiv vegetable base".

Service broadcasting is provided by CE “Television and Radio Broadcaster “Mart”.

Mykolayiv municipal enterprises have the considerable experience and plans for improvement and expansion of their production.

17. Building activity

During 2011 the regional center companies performed building works to the sum of 1039,1 mln. hryvnas, or 76,6% of the total regional volume. In comparison with 2010 volumes of building works were decreased on 16,4%.

The priority local authorities’ policy is creating conditions for stabilizing the building, promotion of the building industry, creating the favorable investment climate in the medium-term period. In the financial year the growth positive tendency in development of capital investment in building is continued. The volumes of building works are increasing.

The main directions of the industry development are:

  • modernization and technical re-equipment to meet the economic and energy saving requirements;
  • rational use of land by optimizing the density of development;
  • completion of unfinished housing;
  • reconstruction of dwelling houses of first series, non-residential buildings belonging to the Ministry of Defense of Ukraine;
  • increasing the production of high quality heat insulation and roofing materials etc.

The purpose of this work is to ensure the harmonious development of Mykolayiv city, especially attractive investment areas, and to create the reasons for increasing of development rate of urban planning that meets international standards.

18. Social sphere

1. Education:

Totally 151 educational institutions are function in the city; they are controlled by the Department of Education of The Executive Committee of Mykolayiv City Council. Among them:

  • general education schools, lyceums, gymnasiums, colleges - 65;
  • evening schools - 3;
  • pre-school education - 71;
  • The Teacher’s house - 1
  • in the city are also opened the private and departmental education institutions - 12.

High education institutions:

Nikolaev is the acknowledged center of higher education and science. Thousands highly qualified specialists graduate from institutes and universities annually. These universities are well-known in Ukraine and abroad. Among them: National University of Shipbuilding named after Admiral Makarov (trains specialists in all shipbuilding professions, the degrees are recognized in USA, Germany etc.), Mykolayiv National State University named after V.Sukhomlynskyy, Mykolayiv State Agrarian University, Black Sea State University named after Petro Mohyla, Southern Slavic Institute of the Kiev Slavonic Studies University, Mykolayiv branch of Kiev National University of Culture and Arts, Mykolayiv educational center of Odessa National Law Academy, Mykolayiv Interregional Institute of Human Development of International University for Human Development “Ukraine”, Mykolayiv branch of the European University, Mykolayiv Polytechnic Institute.

National University of Shipbuilding named after Admiral Makarov. Today it is the leading university in Ukraine training specialists for shipbuilding and related industries and for national economy. During its 90-year history it prepared almost 50 thousand professionals for Ukrainian and foreign shipbuilding.

The University provides training for engineering and scientific personnel of high qualification - junior specialists, bachelors, masters, the modern level of research and training of teachers, candidates and doctors.

The infrastructure of planning and research in the university has been successfully formed and works. It is based: on the scientific advisory council of the University, the scientific-technical council on research areas, 15 research schools, including "Navigable abilities research and development of new types of vessels”, “Preparation and combustion of fuels”, “Pressure soldering and welding in the vacuum”, “Air conditioning and refrigerators”, “Advanced energy technologies”, “Gas-thermal coatings”. 7 branch labs and 6 scientific and technical centers, including centers of polymetric metrological certification systems, underwater technology, energy saving and environmental safety are well-known in Ukraine and abroad.

Among the graduates of this university are many famous Ukrainian scientists and the world famous shipbuilders.

Mykolayiv National State University named after V.Sukhomlynskyy – is one of the oldest universities in southern Ukraine. It was founded in 1913 as a teacher's institute. Today Mykolayiv National State University named after V.Sukhomlynskyy - is the leading university in the south of Ukraine. The University comprises: three institutions (pedagogical education, physical culture and sport, history and law), six faculties (economics, philology and journalism, foreign philology, psychology, mechanics and mathematics, natural) and the technical school.

The considerable attention in the university is given to organization of research and teaching work of lecturers and students. The researches are carried out in cooperation with leading scientific institutions of the National Academy of Sciences and the National Academy of Pedagogical Sciences of Ukraine. 18 research laboratories and centers are functioning here successfully.

The main directions of scientific and technical activities of Mykolayiv National State University named after V.Sukhomlynskyy are the basic and applied research in humanities, natural, psychological, pedagogical, social and economic sciences.

The significant archaeological discoveries in the frames of archaeological research program of ancient monuments in the Steppe Region Pobuzhya were done due to the university scientists.

Postgraduate course and doctoral candidacy are also works here, the university has 2 specialized academic councils for candidate's dissertations defense.

The whole Ukraine is also proud of the achievements of successful athletes from the Institute of Physical Culture and Sports in the Mykolayiv National State University named after V.Sukhomlynskyy.

Today Black Sea State University named after Petro Mohyla creates all conditions for development of the young professionals of the new generation. The university has such faculties, as computer, economic, political, environmental and medical sciences, sociology and law. The university consists of three institutions: Philology, Public Administration and Postgraduate Education.

The Innovation Technology Center in the frames of the UNO project "Innovation Springboard: an invitation to cooperation" was opened at the university.

Mykolayiv State Agrarian University is the leading teaching and research institution of higher education in southern Ukraine, known as a leading center of agricultural science in the Black Sea region. For several years this university takes the second place in the rating among higher agricultural education institutions. Evidence of high scientific level of teachers and students - is the second place in the rating for scientific work.

Research works in the university are carried out in three scientific directions: economic, agricultural and engineering. The university has the considerable scientific potential, which provides for the effective research on up-to-date level. The researches are carried out in laboratories with modern equipment, on the research field of educational, scientific and practical center and in the advanced regional enterprises.

The scientific schools of the famous scientists are opened and worked in the university.

The soil-agrochemical laboratory was created by the group of highly qualified soil scientists and agro-chemists from the soil-science and agro-chemistry departments of the Mykolayiv State Agrarian University. The agricultural lands agrochemical researches on the base of advances in the sphere of soil-science and agro-chemistry information technology are carried out here.

The Mykolayiv State Agrarian University includes the Research Institute of Modern technologies in agricultural complex. The activities of this Institute is aimed to agriculture and agricultural sector management improving, ensuring of industry high growth, the effectiveness of food safety and export potential forming, implementation of modern technologies to agriculture of the southern region.

The main profile of Mykolayiv Branch of Kiev National University of Culture and Arts is the training of young specialists in social and cultural sphere.

Lecturers and students carry out researches in the field of culture, arts and handicrafts of multinational population in southern Ukraine according to the comprehensive plan for ongoing research theme: "Spiritual culture of southern Ukraine. Tradition. Modernity". With the participation of department scientists the Program of spiritual revival of Ukrainian and other national cultures in the Mykolayiv region was created, the sociological study "Mykolayiv Folk Art Culture: historical origins and contemporary development problems" took place. Leading experts were directly involved in the work on the state program "Culture. Enlightenment. Leisure." which united together efforts of scientists, practitioners of national and cultural communities to find effective ways of Ukrainian culture and minority cultures developing.

The artistic and creative activity of the university branch is developing fruitfully. National choir of the musical performance department - is the repeated winner of the All-Ukrainian contests of choirs named after M. Leontovich and P. Demutsky; it is one of the best choirs in Ukraine. The relatively young folk dance group “Mykolayiv” became the winner of international and national competitions, in 2002 it received the honorary title of National and won in international festivals and competitions several times. The active work of Youth Theater "Stuck", KVN team "Balamutky” and other creative groups are well known in Ukraine.

Mykolayiv Branch of Kiev National University of Culture and Arts is the modern university, which took the leading position in the educational services among universities of social and cultural sphere; it has its own unique appearance, impeccable reputation, good traditions and artistic achievements.

2. Health protection:

An extensive network of state, municipal and private medical institutions operates in Mykolayiv, the total control over their work and service quality is carried out by the Mykolayiv Health Department.

The medical care is provided through 32 outpatient polyclinics and 22 medical institutions, the station of blood transfusion, dental, medical centers, private offices, the number of health centers and dispensaries ("Znannya", "Dubky", "Ingul", "Pivdenny"). The medical units operate on the base of large city’s enterprises.

The sector of private medicine as a general therapeutic and special - diagnostic, dental, drug-neurological, children's orientation is developing in the city.

The network of health care institutions which is subject to Health Department of Executive Committee of Mykolayiv City Council, on October 1st, 2010 is represented by the following healthcare services providers: 5 hospitals, 3 maternity hospitals, 5 polyclinics for adults, 4 polyclinics for children, municipal TB dispensary, ambulance station, children's dental clinic and by 3 dental policlinics for adults.

3. Culture

Mykolayiv – is the significant cultural and educational center of Southern Ukraine. There are 58 cultural facilities functioning in the city, they are belong to city’s municipal services. Among them 3 theaters, 4 cinemas, 4 museums, the City Cultural Center, culture houses, 10 schools of aesthetic education, clubs, culture and recreation city parks, cultural and gaming complex "Children's Village "Fairy-tale", and the extensive network of 35 libraries.

4. Sports

The city is regarded as one of the best sports cities in Ukraine. The city has 28 sports schools, including 15 specialized schools for children and youth of the Olympic Reserve (in fencing, academic rowing, athletics, cycling, football, boxing, basketball, sailing, rowing and canoeing), 13 youth sports schools, sports skills high school (cycling, athletics, academic rowing, rowing and canoeing, freestyle, shooting ball, Greco-Roman wrestling, diving are cultivated), and the higher school of physical culture.

The water sport on the basis of Mykolayiv yacht club and sports complex on the Ingul River bank has received the special development in the city. Located in 50 km from the sea coast, Mykolayiv allows the residents and visitors to spend summer vacation on the Black Sea.

The city has 6 stadiums, 125 gymnasiums, 6 swimming pools, 288 playgrounds, 173 adapted rooms for sports and recreational activities, athletic arena, equestrian sport facilities for the purposes of physical education and sports.

The city has 24 sports and youth clubs where sport and health improving procedures according to the place of living are held.

The swimming pools sports complex "Vodoliy" - is one of the best in Ukraine, it is designed for water sports and leisure. Here you can see different types of pools: sport, diving, and children’s and for attractions. It is became the tradition to hold there the championships of Ukraine, Ukrainian Cups, including open competitions.

5. Tourism

The tourist industry has become increasingly important for Mykolayiv economic and social development. Tourism development affects considerably on such sectors as transport, trade, communications, building, consumer goods production etc. The important factors of the tourism industry development are the national-recreational, historical and cultural potentials.

Mykolayiv city has many historical monuments and interesting places. The city visitors will be interested in such places as: Naval Boulevard, Chess Club, monuments, museums, theaters, temples, Mykolayiv Zoo, Mykolayiv Astronomical Observatory, water tower, Necropolis, Settlement "Dykiy Sad" and others. Mykolayiv with its unforgettable cozy corners and special south nature looks like no other city of Ukraine. The Southern Bug and the Ingul wash the city, adding charm to its places. Along the banks of wide Bug estuary and Ingul – one can see emerald necklace of parks and gardens, beaches, water stations, rest houses, suburban houses. But they need upgrading, reconstruction and also maintenance.

Tourism development involves the use of cultural heritage and natural resources, so much attention should be paid to preserve and restore these facilities, prevent and minimize the negative impact of tourism on the environment.

The basis for urban tourism policy must contain the following factors:

  • Modernization and reconstruction of cultural heritage sites, state funding of architecture monuments restoration, monuments of culture and history in Ukraine;
  • Supporting in the proper state of natural and recreational resources;
  • Building of new, reconstruction and modernization of existing tourist facilities;
  • Attracting of business capital to developing of tourism infrastructure (roads, communications services, service, household services etc.)
  • Organization of short-term rest areas, creation of new recreational areas;
  • Development of new tourist routes, guided tours, a new tourism product;
  • Creation of favorable conditions for active types of tourism (health and sports, environmental, and other active)
  • High-quality information and reference materials issue;
  • Holding in Mykolayiv the international exhibitions, fairs, festivals, contests and other activities, and organization of the Mykolayiv enterprises participation in similar activities abroad to attract foreign tourists to the city;
  • Training of qualified personnel in tourism.

Work in these areas will provide the opportunity to create the quality tourism product that can satisfy most needs of the population, the initial conditions for foreign investments attracting, promote the effective tourist exchange and city’s public image strengthening.

19. Consumer Market

The consumer market is characterized by the high level saturation of basic food and non-food products, stable supply and lack of want of goods.

Trade is carried out in stationary stores, markets, kiosks, on trading floors and in the form of a visiting trade.

During 2009-2010, the number of service stations, beauty salons and barbershops, cafes, bars, shops, pharmacies had been opened in the city, and this creates healthy competition and leads to service quality improvement.

20. City’s experience in investment attracting

In 2011 the direct investment in the sum of 21,9 million US Dollars were invested to the city's economy by foreign investors. The scope of direct foreign investment on January 1st, 2012 was 113,1 million US Dollars that is 227,7 US Dollars per person. The total number of direct foreign investment, including loan capital, on January 1st, 2012 was 141,6 million US Dollars.

1. The supermarket networks were created: "Velyka Kyshenya", "Yuzhnyy Bug", "Furshet", "METRO Cash & Carry", " Tavria V", "Epicenter", "33 m2", "Praktiker" and others. Also the other objects of public use were opened: commercial and entertainment complexes "Kyt", "City Center", hotel «Hotel Palace Ukraine».

2. In 2007 the asphalt concrete plant costing 2.1 million hryvnas was purchased.

3. In 2007 the skating-rink was opened. The object was built at the high quality level and was fully equipped with everything necessary. The rink dimensions are 28 x 56 m, the ice floor is on the pipe system. Simultaneously here may be almost two hundred people.

4. In February 2010 Mykolayiv biofuel plant (Ltd.) for the production of pellets from sunflowers husk was set in operation. The number of company employers - 21 persons. "Ukrainian Biofuel Company" acted as an investor. Investments amounted to about 3 million US Dollars. “Mykolayiv biofuel plant” Ltd. produces the alternative fuel: husk is recycled to the pellets. There were developed the projects for the city’s general schools where boilers that will operate on this fuel will be installed.

5. The pilot project "Building of the cogeneration electric power plant with capacity 2 x 630 kW in Mykolayiv on 71, Bila Str.” was included to the list of priority project proposals for heat pumps installation by the decree of Cabinet of Ministers of Ukraine dated 20.05.09 No. 609-r (p. 36).

On February 25th, 2010 the gas- power plant with capacity of 1300 kW per hour and heat capacity of 1250 kW per hour was opened on the basis of boiler room on 71, Bila Str. which is on balance OKP "Mykolayivoblteploenergo”.

6. According to the Kyoto Protocol, the trilateral agreement of partnership in the joint implementation of projects on biogas utilization at landfill near Koreniha in Mykolayiv was signed. In 2009 the partnership agreement between Mykolayiv City Council, the Japanese company «Asuka Green Investment» and Polish company «Polska Grupa Energetychna» regarding this project was signed. The previous forecast of biogas production is 8-9 years and this is corresponding to the Kyoto Protocol. Preliminary project cost is 2 million Euros. The investors have already invested about 50 thousand Euros to the drilling. On the area of ??17 hectares it is planned to drill 84 wells connected to the single system.

7. The construction of micro-district “Liski-2” by Corporation “Stolitsa” is continued. The micro-district is designed for 30-32 thousand people; there will be four residential complexes, school, 3 kindergartens, church and yacht club. 212 million US Dollars are already invested to the construction. Today we can buy studio apartments in the residential complex "Riviera".

8. In 2009 the new refrigerated complex was opened in Mykolayiv Sea port. The project cost was approximately 12 million US Dollars. The investor was the Norwegian company «Atlantic Pelagic AS». Refrigeration chambers capacity is 12 thousand tons. In the same year, the complex for wood processing to chips was set in operation. The complex was built with the help of the Italian capital. The investor was “Global Wood Holding” Company.

9. NIBULON Ltd. continues the program of investment and innovation in the construction of modern elevators and river terminals along the Dnieper and the Southern Bug, and the construction of the powerful river fleet consisting of non-self-propelled river-sea vessels. Investor is NIBULON Ltd. The total cost of the program is 470 million US Dollars.

Important strategic investors for Mykolayiv are RUSAL, SUN InBev, Wadan Yards, Pepsi Americas.

Priority directions of the city development:

  • Revival of engineering and shipbuilding;
  • Renewal of former enterprises, upgrading of existing, creation of new enterprises;
  • Modernization and development of communal and housing services;
  • Energy-saving technologies and alternative energy sources implementation;
  • Implementation of innovative technologies to the city’s industrial enterprises;
  • Development of the transport infrastructure (construction of road junctions, bridges, overpasses, streets widening, etc.);
  • Increasing of environmental protection level;
  • Realization of socially important investment projects for the city;
  • Development of tourism.
